On SmartView is it possible to filter out logs from a specific gateway based on a specific administrator of a MDM domain ? or do we need to leverage Web RestAPI? In that case does result of API calls can be displayed on SmartView?

SmartView allows you to send any filter you want. You can send a filter by the logs "origin" to get only logs of a specific GW. With SmartEvent enabled each Administrator can customize his own views and they will be saved only under his user.
Not sure what you are looking for yet we do not have currently the option to set permission for admin by Gateway.
In addition we do not have rest API for logs this is in our plan to deliver.
