Install database vs install policy

Let me know difference between install database and install policy, tell me which scenario we can use this.

In 99.9% of cases, you need to install policy.
Install Database is only necessary when dealing with specific Management object settings as well as locally defined users.

Think of it like this...install policy is a MUST when doing any changes related to network objects/rules/policy itself. Install database is only really needed when changing something related to say an admin accounts in smart console or mgmt object/smart event/ log server.
