Note upcoming R81.20 will have Dynamic Balancing on by default on VSX.

Currently we are using R81.10, so need enable on VS0 and change apply to all VS?

Dynamic Balancing runs globally, so yes, simply enable on VS0.

Keep in mind Amit, there is issues with this which maybe fixed now, however not integrated into a Jumbo yet; that said overall when it works, it works.
