How do you view implied rules in SmartConsole?
There is no option to view them only to log them in global properties.

This is a limitation of R80 - implied rules cannot be seen in the rulebase, only to configure in Global Properties and to see them in SmartLog. Preview of Implied Rules will be added to R80.10.
