Do you have any sort of backup (export) of the database to install on a new machine?

Few question about this, but as @G_W_Albrecht said, you should contact TAC simply due to seriousness of the situation.
My questions:
1) When did this start happening?
2) Any recent changes on the server?
3) Does the reboot help?
4) Any crash in /var/log/crash dir?

You can connect the clients to the newly built management server using the Reconnect utility.
TAC assistance will be needed for this: https://help.checkpoint.com
