How to deploy Scale sets R80.40 in Azure China ?

How to deploy & upgrade the Cloudguard VMSS checkpoint R80.40 in azure China ?

I didn't find VMSS in marketplace China and impossible to deploy using the templates from github repository:

Anyone know how to do it?

Did you ever find a solution to this? I have not had any luck with the templates from the github repository myself. And the options available in the Marketplace are limited.
