We've also seen instances where certain software installed on a PC (InfoWatch) will affect this issue as well.
Your best bet is to open a TAC case.

Thanks for that. Tried on multiple different PCs but still no luck.
I have tried installing the JUMBO Hotfix on that article you link but issue is still there.

I saw that only once before and rebooting the mgmt server fixed it. Never realy found out why it happened in the first place.
