how to protect from bond interface member flapping?

Hi

We had an issue in a bond , one interface member was flapping up/down.During this time there was degradation and packet loss.

Our bond config conditions considers bond down when 0 interfaces are available.To avoid this kind of issues , the only option is to consider bond down when only one member is present?

There are up & down delay settings for influencing bond slave behavior.

Additionally what portfast settings are used on the switch port/interface side?

CCSM R77/R80/ELITE

@Chris_Atkinson is on the right track. I attached settings I had to change once to fix that sort of issue.
