Second this is very little info there could be many reasons why this tunnel is not working.
If i understand the other side has changed their public IP. Most of the times it means they have changed something more then only the IP. Maybe new firewall / vendor or software version. You have to see this as a new VPN tunnel. So start from the basics, compare config etc etc.
