IPS Bypass is triggered even when CPU utilization is not over the defined threshold on r81. Please tell me what can be done to solve this problem?

What threshold is configured?
What threshold is it actually triggering on?
Keep in mind that IPS Bypass will trigger if ONE CPU exceeds the threshold.

As currently implemented the IPS Bypass feature is not usable on modern Check Point gateways in my opinion.  See this excerpt from my IPS/AV/ABOT Immersion series which calls out this feature for some harsh words and jives with what Dameon said:
