On the HQ1 gateway object go into the Network Management > VPN Domain and there click the Set domain for Remote Access Community.
From the list choose the RemoteAccess Community click Set now choose a group that contains the networks in HQ1 and the network in the Branch1.
Click ok 3 times and push policy to the HQ1 gateway
Regards, Maarten
