It's definitely not based on R80 as that was a management only release and I'm pretty sure CCSA covers gateway as well.

I would like to add that for CCSA, any differences between R80 and R80.10 are surely not of too much importance 😎....

The latest information that I had (October 2019) is that the CCSA and CCSE are based on R80.20 - while at the CCSA level there is not much difference between the versions. For the CCSE it would be great to get a R80.30+ revision due to the SecureXL changes.

This is a bit complicated.

The CCSA courseware was recently updated for R80.20, but this was just screenshot updates and no other textual content was changed.  For the specific topics covered in CCSA, R80.10 vs. R80.20 doesn't matter for the exam; the CCSA exam was originally written for R80.10, but R80.20 and R80.30 are fine too other than some slight differences in ClusterXL.  The R80.40 release not so much due to the changes in the HTTPS/TLS Inspection Policy GUI.

The CCSE courseware was written for R80.10 and has not been updated yet.  The CCSE exam questions were written for R80.10.  Several of the CCSE topics were impacted by the changes in R80.20 & R80.30, specifically ClusterXL, SecureXL, Geo Protection, and to a lesser extent Multi-Queue and CoreXL.  So if preparing for the CCSE exam at this time R80.10 is the version to study.
