Can you more clearly describe when this error is appearing i.e. when someone attempts to browse to a site blocked by URL filtering or some other scenario?

This looks like what used to happen in really old versions where the "redirect" to an alternate portal i.e. a wall garden or acceptable use policy wasn't quite right or incomplete.

hi the environment is using R81 gaia version and jhf 60.

What version/JHF?
What precise rule(s) are dropping the traffic?

Phoneboy is 100% right, this definitely looks like an old sec. server block page. I had not seen this in R80+ at all...what version is it?
