Did you try bouncing the services or appliance? I guess that should resolve the issue.

Even if the SIC test shows OK, you might have some reasons SIC related that would prevent policy installation.

You could either retry, as we did it like that in the past and 2nd time was OK, or you could reset SIC without appliance/all services restart . Just go over "Reset SIC without restarting the firewall process" (sk86521) .

R76 version is out of support for eons. It seems your SIC connectivity with one of the members is broken. Look into this to see why. Is that culuster member even up?

I had this happen to me once before and had to reboot the gateway to fix the problem.
