There are multiple possibilities for high memory - Like heavy traffic, Heavy connections, not properly fine tuned system or rules. Bug in that specific build or memory leak - You are recommended to always check and see the release notes for hotfix which is currently installed on firewall or mgmt
To identify the root cause there are multiple commands you can use and the most I prefer
top (Any zombie processes/High Utilized processes)

Does the memory utilization track with your connection table?
What appliance do you have and how much memory is it installed with?
cpview may also be useful here.
Need to see free -m output, the "high memory utilization" you see is likely used for buffering/caching to improve the disk I/O performance of the firewall, and does not necessarily indicate a problem or shortage of memory.
