You can’t use clish commands at an expert prompt.
Type “clish” to get into clish first.

Try the same command in CLISH instead.

Did you simply switch into CLISH or did you change the users default shell?

For WinSCP access the default shell needs to be /bin/bash so some prefer a dedicated user for this access method.

How precisely are you setting the password?
You can't do it from expert mode, it must be done via clish.

In any case, I hope you are taking a backup so you can upgrade to a supported release (R80.40 and above).

We have changed sell of new user id in clish mode, then try to set complex password, but it is giving below error massage.

Are you setting the password via CLISH ?

(The screenshot though truncated appears to indicate an Expert shell)

Your truncated screenshot clearly indicates you've tried to change the password using the standard Linux command passwd.
That is not a clish command and is not a supported way to change a user's password.
The correct clish command is: set user myuser password
Or you can do it in the Gaia portal.
