Yes, a dedicated server will be a solution, but only if this server has not to be  a member of the AD. I guess identity collector must be installed on a memberserver of the AD, but reading again Identity Collector - Technical Overview  this is no requirement. Never tried these, can you confirm it's working if the server is not member of an AD?

I never asked myself the question as the customers always provided the servers, but I don't think it would be an issue. When you install IC, you will configure the domain with credentials, enter the DC's IP and the query pool. All of these are done against the AD structure, I don't think it's related to the server on which it is running.
