When installing policy from Smart Console, I either got the following error and failed

It might but not necessarily for the reason you would expect as I've seen a reboot clear this issue before.
Note R80.20 will be EOL in September so you should also prepare for a major version upgrade.
This is quite odd. Are you sure this happens on R80.20 and not R80.10?
Anyhow, according to sk146932, you need to open a service request.
Do you know, any JHF could fix this issue?

Thanks for the suggestion.
The problem was solved by rebooting the security gateway and fetch policy again.
