It’s like @the_rock said below, create a Custom Application/Site object with the relevant URL and use it in a drop rule.
Note that without https inspection enabled you can only block https traffic to a specific host but not a specific URL (I.e. you can block www.example.com but not www.example.com/blockthis).

You could really just create custom site/application group and block any website that way with the proper rule.
