CP1550 Cluster not working, get interface down logs

Appliance Name: CP 1550
SVN Foundation Version String: R81.10
SVN Foundation Build Number: 996000609

Hello everyone,

We want to config two CP1550 to cluster, but it was not wokring. Base on the logs, I found that the highest and the lowest VLAN are showing down. Could anybody share how can we troubleshoot or fix this issue? I have tryid cpstop/cpstart and cphastop/cphastart on both devices a few times, but not help. We have over than 10 pcs CP1550 with the same version, but have never seem this issue.

Network topology is very simple.

FW01
LAN1 ----- To Cisco switch#1 trunk port, connect to local VLANs
LAN5 ----- To FW02 LAN5, Sync port
WAN ----- To Cisco switch#1 trunk port, connect to ISP VLANs

FW02
LAN1 ----- To Cisco switch#2 trunk port, connect to local VLANs
LAN5 ----- To FW01 LAN5, Sync port
WAN ----- To Cisco switch#2 trunk port, connect to ISP VLANs

Thanks.

Do you see bi-directional traffic on those VLANs if you use tcpdump?

Assuming the cabling is OK, are the correct vlans on all the trunk ports including the links between Switch#1 and Switch#2 and do they exist in the devices internal VLAN DB?
