In my case, this didn't work:
creating file $FWDIR/boot/modules/fwkern.conf with line multi_portal_allow_redirect=0 didn't help,
comment line #define ENABLE_PORTAL_HTTP_REDIRECT in file /$FWDIR/lib/implied_rules.def also didn't help.
Perhaps I'm editing file implied_rules.def in the wrong path?
Based on the link I sent you, it is expected behavior. Btw, you are modifying right implied rules file, thats the only one, I believe. Did you comment out # sign?
