IPSEC tunnel having random timeout issues

We are having an issue that's causing some of our internal applications to time out going through our tunnel to Oracle cloud.  Has anyone had any similar issue?

Does the issue occur following some event such as a policy install or other?

What version/JHF is installed on the gateway...
