I have created new user with monitor role in smart management, in cp1 and cp2.
Why this user does not have an access to smartview?
I enter to smartview by this link: https://mgmt-ip/smartview

Sorry for asking these silly questions but when you say monitor role I connect that with a user created in Gaia system since there is a monitorRole there that can be assigned to new users. Users for SmartView have to be created in SmartConsole, not in Gaia.
If the above is not the case is the user trying to access the management IP from same network as you? Open Logs & monitor and do a filter search for:
dst:mgmt-ip AND port:443
And also publish the newly created user.
