Which version of Mgmt & Gateway, and are the gateways DAIP?

Are the tunnels permanent tunnels and is DPD configured/used here?

Is Monitoring enabled for the specific gateway?

K, I know this may sound like a silly question, but based on your screenshot, I have sneaky suspicion that its possible you dont have monitoring blade enabled?

Pretty sure SmartView only works if Monitoring is enabled in the relevant object.
You might try the following SmartConsole Extension instead, which doesn't require that: https://community.checkpoint.com/t5/SmartConsole-Extensions/Show-VPN-Tunnels/m-p/157756#M242
