Re-use shared Ordered layer as Inline in same Policy

When I create a shared ordered layer, I cannot reuse that layer as inline in the same policy package.

However if I first create a similar layer as shared inline, I can now add this layer as ordered in the same policy package.

Is there a specific reason for this behavior?

This is a bug. Thank you for raising this. Using the same layer as ordered and inline in the same policy package is not supposed to be allowed.
