Multiple admins
With multiple admins working on the same policy, how does it avoid conflicting rules?

When an admin adds, removes or modifies a rule, the section that holds that rule is locked for structure changes. Other admins will not be able to add or remove rules in that section concurrently.
When pushing a policy, all rulebase conflicts, if existing, will cause policy verification errors and will fail policy installation.
