Create a domain available rules template?

Has anyone found a reliable method for creating an initial rule template?  In the MDM environment, you cannot copy and paste rules from one domain to another, including Global to a domain.  We have a global policy that we apply.  You can, inside the domain, copy global rules into a domain policy (for demo purposes - duped rules are not the object of the attempted.)

I am wondering if I can create a second policy that would work as an initial policy template to define common things such as DNS, NTP, etc. that can be copied or cloned (after reassignment) as a new policy framework.

Since my only lab is Production, I did not want to message my global package to see if it worked.  😉

Almost seems like you could build the “template” as an API script that would execute against the (global) domain.
