Cant install policy

Hello , We have a 2 clusters in one cluster all is working perfectly but in seconds if i try to install policy i see the error like The connection with the server was lost. I try to create other policy then install it again all is working but after x date again same problem R81

What kind of deployment is this ? One SMS managing two clusters, and Dashboard has an error when installing policy to one of the clusters only ?
