What happens when you move to another tab and back or select a different rule and then move back to the original rule?
In any case the Query is just made of the Rule UID which you can copy by applying right click on the rule and copying it.
Paste it in the following way:
uid:(copied value from the rule)
Please, rest assured - I had done a log of similar juggling around, before I opened the case. Your example works, but it is a static filter - meaning, when scrolling the rules, the filter does not change. The default filter, which is created initially, handles the scrolling and changes UID accordingly (dynamically).
