clean install R81.20 3100 appliance fail to complete

anyone also hitting this issue when clean install the 3100 appliance? 

- Used R81.20 T631 ISO with IODD USB 2.0 

When installing R81.20 on a 3200 appliance I don't have any issue with the IODD USB 2.0 installation

Unfortunately, USB compatibility seems to be specific to the hardware in some cases.
