We have a SmartConsole with R81.20 JHF 119, and we have recently experienced latency while logging in to the SmartConsole. is there any way we can fix the speed of logging in to the smartconsole?
Is it connecting to Smart-1 Cloud instance a Smart-1 appliance or VM etc?
What is the resource utilisation... Any clues from HCP?
For management, you can technically do cprestart or reboot any time. I would give that a go and see if it helps.
If this happens frequently I would suggest logging a ticket at tac to find the root cause. Maybe issues with API and/or database.
What are the CPU/Disk/Memory specs on the management VM?

Before you raise a ticket to TAC, install the latest recommened take to the SmartCenter. It is take 120 yet.
One more thing: What is the SmartConsole version? Is it the latest (build 674)? Old SmartConsole can do tricky things.

Our smartconsole version is 671. Let's install 674 and check if solves it.
Always a good idea to update it.
Use latest Smart Console, do you have same issue with smart webview or smart console in web browser. Is only login slow? What about another server / pc sometimes profile is corrupt. What are the specs of the VM and server you have console installed on. What authentication form you use? For example maybe there is delay in radius auth etc etc.
The smartconsole in the web is running very fast. The issue is on SmartConsole application.
Have you updated the SmartConsole?
