Did you ever fix the issue? I know this was 2 years ago, but just wondering :). I worked with a customer who never had a problem with IPS update, but always app and urlf. We tried sk60463, but to no avail. I am not sure, maybe someone can confirm, isnt it the case that CP gateways would try connect to updates.checkpoint.com server to get these updates? If so, then how come IPS works and not URLF!!?? Maybe Im wrong about this, but could not find any statement indicating otherwise.
