SmartEndpoint R81.10 showing Computer and User icon in the Policy - Rule Types

What would cause the Policy to have the Computer and User icon in the SmartEndpoint in one deployment and not another?

See the two screenshots attached.

It is an on-prem and not Infinity Portal (Harmony Endpoint).
