Hey,
This is a requirement from Firefox, to receive the user consent. you can read more about it in Harmony Endpoint or Browse admin guide.

Im not an endpoint expert by any means, but just curious, are there any settings in the policy for firefox that could be causing this?

Is this the first time you've loaded Firefox since installing Harmony Endpoint and/or after pushing Harmony Browse to the client?
Never seen this message before, though I will admit it's been a while since I've used Firefox.
