vSEC Cluster Failover Issues in Azure

Two potential causes for this:

Unsupported patches are installed on the instance. See: vSEC Cluster in Microsoft Azure fails over intermittently
Improper Identity and Access Management (IAM) settings in Azure that cause API calls to fail. See: vSEC Cluster in Microsoft Azure failed over even though there was no connectivity between networks
