I have honestly always wondered why it was so low.
I would go with the Annual pricing if you are going to keep the license for at least a few months. The C5.large is $547.50 a month. If you go yearly its only $2800 for that year. So after 6 months of the hourly you pass what it would cost for the yearly. All in all if you go the yearly route the AWS licensing is still cheaper than the OpenServer licensing.

To facilitate this, we now allow up to 25 gateways to be managed on PAYG management instance types with 8 cores or more.
As our management pricing is based on number of managed gateways, we increased the price on these instance types.
The PAYG pricing on management instances with less than 8 cores did not change.
For the gateways, the annual pricing was, in some cases, higher than the hourly pricing.
These changes align those costs so an annual subscription is cheaper than the hourly pricing.
