Before you disable "Accept Control Connections" make sure to create the relevant rules.

Note we recommend using the implied rules for this rather than manual rules.

If you cannot access the system via SmartConsole at all (with or without VPN), your only option is to unload the policy (fw unloadlocal), correct the policy, and push again.
Note that unloading the policy will require an outage.
