Is it possible that those rules are locked by another admin edit session?

You are in the wrong spot, you can change them under exceptions (shows in the menu on the left in screenshot)

Hi Lesly,
Your comment is correct and it is working with the exceptions in the IPS tab , it can be deleted from the exceptions tab .
But in the Threat Prevention exceptions i cant event see the exceptions in the exceptions tab so i cant delete or edit them.

I think it is in the other groups maybe. What if you right click the object on the protected scope object and do where used?
If you double click this it will bring you to the correct group. I see you use 3 groups.
Second tip what if you click the blue line in screenshot 2? 1 core protection exceptions
