Hi 

If I want to only allowing Sweden in a rule, 80.30, do I need to have one rule dropping all traffic except Sweden and a second rule accepting Sweden?

If you want the rule to apply to traffic from/to Sweden then it should be used in the source/destination of the relevant rule.

Assuming your last rule is "any any drop" and there's no other rule that can match, yes.
