Custom Bocked Pages

How can we customize Blocked pages (e.g. URL Filtering blocked messages) in SMB Appliance or SMP Portal?

Pretty sure the only way to customize the UserCheck portal on an SMB appliance is by using Central Management (not with SMP).
It is not supported with local management or with SMP, as far as I know.
