create Threat Prevention Rules by sites and appliaction

Hello

we want to create rules on Threat Prevention for the following secnarios on threat emulation:

1. from "servers A" group to specific WEB sites (through proxy) for uploading files scan mode "background"

2. from "servers A" group to all other web sites include the sites on Rule 1 ' for download mode scan mode "hold"

we want to split the threat emulation mode for download to be hold and upload in background.
