Web Filtering blocks the page then loads it

The feature was working and now its not. A page that should be blocked is and then it will reload and load the page. We are on the current Jumbo.

What is the URL in question?
What do the logs say when you attempt to access the site?

Show a full log card with sensitive details redacted.
Also, if you're not explicitly blocking QUIC in your access policy, you should do so as URL Filtering won't work with QUIC traffic at present.

I tested this in the lab without https inspection, never changed urlf blade settings, works fine. Tested with https inspection, works fine as well. Its R81.20 jumbo 54, latest one.

We definitely need more info. Can you send the logs? One website only issue? All users affected? What version?

Known issue:

sk105642: Allowed site is blocked on first attempt, then allowed on second attempt

If that isn't it, check the DNS servers defined in the Gaia OS of the gateway.  Make sure they are correct and respond promptly when testing them with tools such as dig and nslookup from expert mode; I've seen this effect happen if your DNS servers are responding very slowly.
