Strange SND distribution

Hello Everyone,

We observe strange distribution of traffic between SND cores. CPVIEW shows that most of it handles core 23 which is not SND core:

Core 23 (occupied by fw_worker_0, 24 CPU license, 4x20 split) is the most used one (2x than other cores, reaching 90-100 %). Version: R80.40 JHA 102 (observed earlier with previous Jumbos).
