The TAC is likely required to troubleshoot the problem.
If you just want to know the package version, it's the following on my R77.30: ntp-4.2.2p1-15.1.cp990180003

In normal operation, you should not need to interact with the rpm command at all.
Almost all patches are installed via CPUSE these days.
That raises the question: why is this relevant?
If it's truly an issue, please open a TAC case so we can investigate.
