Im sure most of you may laugh when you read my question, but here it is : - ). I actually chuckled myself when I was doing this, but not really sure why it did not work for me. So customer asked me "Andy, would you mind show me how to change colors for ordered layers in smart console?", so I told them let me take a short video, much easier.
So I was doing that in my lab and after changing colors for all 3 ordered layers, I dont see option to publish anything and color is the same as before, just default one. Any idea why? I know my license is always eval, but other than that, I cant think of any other reason, as admin by default is assigned super user privileges. FWIW, I even tried another user with super user privileges, same problem.

I ended up speaking with our SE about it and he told me he was fairly positive this was indeed an expected behavior that when you edit color or ordered layers, even after you push policy or even reboot mgmt server, that new colors wont be reflected, but they do work for inline layers.
I will still let Tal and TAC support verify this, but my gut feeling tells me that is indeed the case.

Changing color of an Ordered Layer does trigger a change in the Session and then Publish is allowed.
There seems there is a bug since the new color is not shown in the Security Policies Tree.
I will forward to relevant R&D owner.

Thanks for that. For customer, this worked, since they are in S1C, but for me, I dont even see publish lit up. I thought maybe I was going little crazy (which would not be unlikely either lol), but your answer made me feel better 😊

Correct - in the flow you attached it does not even trigger the Publish (and adds the changes)
Will add this to the bug for R&D.

Got little progress. I changed colors for all inline layers, rebooted mgmt and now they show as expected, BUT, for ordered layers, sadly, still the same, though I gave those yellow, red and green colors.

If you do end up checking with someone in R&D about this, you can let them know things I tried so far:
-tried another admin with super user privileges
-cprestart
-reboot
-tested portable smart console and web smart console
-changed colors in guidbedit
-also changed using mgmt_cli commands
-reinstalled smart console
Here is interesting part...in web smart console, when I try install policy, right color shows BEFORE installing policy for whole layer, which does not in regular smart console, but then no matter what I do, ordered layers NEVER show right colors.
