Switching satellite gateway by adding the new one in the VPN community

Hi 

The remote VPN gateway for one of my tunnels is going to change soon.

I just wanted to know if adding the new one (which is not functioning in the meanwhile) in the list of the satellite gateways of the  VPN star community is a viable option.

Does the firewall automatically switch the traffic from the old one when it's turned off, to the the new one when it's activated?

Are there any risks involved?

To add a new GW you must accomplish SIC and policy install - thats not possible if the new one is not functioning yet...
