If the older license is for blade licensing the customer should be able to add SmartEvent blade to the SMS container. He can also open a ticket in UserCenter with Account Services to have them look into this if there is any trouble.
The license for the SmartEvent is a local license which is not loaded on your other management system.

That is a question of deployment - if i want SmartEvent/Reporter to run on the current SMS i would have to add the SmartEvent/Reporter blades to the Management Container and generate a new license. Simply meaning that you have the license for the management server on the management server and the license for the SmartEvent on the SmartEvent server.

Yes, you have to attach the blades to the management container. If deployed on its own, you will need the free management container for the CPSB-EVNT and CPSB-RPTR blades.
This might be a situation where it makes sense to install SmartEvent on a different server.

If they are using a dedicated SmartEvent server, and by Security Manager you mean the human admin. Yes. SmartEvent will read the log indexes from the SmartLog server to collect the report/view and display it. Assuming they are running R80.x. If they are still running R77.x, then the SmartEvent server will read the log files from the Management server (SMS) and populate its database. (If they are still on R77, I recommend upgrading for two main reasons. 1) R77.30 End of Support is approaching. Sept 2019. 2) R80.x SmartEvent is much faster and way more customizable.)
SmartEvent would pull the data/logs off the existing management server.
