Publish fails

What causes this?

R81.10 Build 220

SmartConsole Build 358

Happens when building ordered layers policy after clean build SMS (no reboot). 

Changes before attempting failed publish are between 40 and 55 changes (in the session).

Reboot does not fix, only Discard. Then repeating policy build manually. Publishing more frequently.

API not tried, only SmartConsole.
