Migrate import error from R77.2 to R80.4

It's possible that migrate tgz is corrupt.
What happens when you run the file through the following: gunzip -c PR772to804.tgz | tar tvf -
If you see a file list here, don't provide that, but if it gives an error, you should see it here.

No, I just forget to let Migration folders and all its files to 777 Level.

After I set the privilege, it works now.
