IPS log show double row information after change to Unified Policy

Yesterday I changed threat prevention from 2 layer to 1 layer by delete IPS rule.

Today when I  check threat prevention report I found action "empty" in the report and I check IPS log from smartconsole I found IPS log show double row information per session.
